Summary

Floodwater is derived from Visible Infrared Imaging Radiometer Suite (VIIRS) instrument onboard NASA and NOAA Suomi National Polar-orbiting Partnership (Suomi NPP) satellite.

VIIRS floodwater product was produced by NASA SatCORPS Ground Station Observation Network (GSON) low latency system. More information can be found here.

The image (Flood Polygons layer) shows where floodwater was detected from the VIIRS observation as a fraction percentage. The Flood Polygons layer was used to identify administrative areas, structures, and critical infrastructure that may be a risk of flooding after an event. This test case used the VIIRS Flood product for the Severe Weather in April 2025.

Suggested Use

The map shows the floodwater fraction percentage (1-100%) that contains water. Floodwater fraction values (color map 101-200) are isolated and converted to polygons (Flood Polygons layer).

Processed layer - Areas of Interest: Each polygon in the administrative boundary is intersected with the vectorized flood fraction product. The symbolized output indicates the percentage of area as a fraction of total administrative boundary area that intersects with a pixel in the flood fraction product at certain thresholds (if applicable), described in the legend.

Processed layer - Critical Infrastructure: A 375m buffer (equal to the flood model resolution) was created around each point and intersected with the vectorized flood fraction product. The symbolized output indicates if the buffer corresponded with a flooded pixel, serving as a potential signal for exposed infrastructure. Unexposed infrastructure in the AOI is retained.

Processed layer - USA Structures: Each structure was intersected with the vectorized flood fraction product. The symbolized output indicates if the buffer corresponded with a flooded pixel, serving as a potential signal for exposed infrastructure. Unexposed infrastructure in the AOI is retained.

Processed layer - Roads: A 375m buffer (equal to the flood model resolution) was created around each line in the roads database. Each segment of road that intersected a flooded pixel was grouped and dissolved to flag road segments potentially at risk.
